Extend the PodResources API to include resources allocated by DRA
We propose an enhancement to the PodResources API to include resources allocated by Dynamic Resource Allocation (DRA). This KEP extends 2043-pod-resource-concrete-assigments and 2403-pod-resources-allocatable-resources.
