Per-plugin callback functions for efficient requeueing in the scheduling queue

It helps reducing useless scheduling retries and thus improving the scheduling throughput. Also, by giving an ability to skip backoff in appropriate cases, the time to take to schedule Pods with dynamic resource allocation is improved.
